Draft: Update AnalysisBase to ROOT 6.38.00

This MR updates AnalysisBase to ROOT 6.38.00 together with the required patch External/ROOT/patches/v6-38-00-vdt.patch.

Note: the source code has not been uploaded to EOS at https://atlas-software-dist-eos.web.cern.ch/externals/ROOT/root_v6.38.00.source.tar.gz yet.

Keep the MR in draft mode until we actually update all branches to ROOT 6.38.0x and LCG_109 eventually.
