CheckerGccPlugins: Updates for gcc16.

• gcc16 warns about #undef on a keyword --- but there's one instance of that in the gcc plugin headers. Suppress that warning.
• Reference file update.
• For the map of saved decls that check_attrib_consistency maintains, remove any that are about to be garbage collected. Also don't bother to save lambdas.
