Standalone DCAP, 1.0 branch (2017.09.01.)

Attila Krasznahorkay requested to merge akraszna/atlasexternals:StandaloneDcap-1.0-20170831 into 1.0

This is meant to address the issues seen on the grid with opening files from DCache servers directly. On SLC6 (and CC7, though I didn't actually test that yet) AnalysisBaseExternals now installs the DCAP libraries, and builds ROOT against them. On all other platforms it doesn't try to do this.
