Debug RPM Improvement, master branch (2017.11.23.)

Updated the debug RPM installation script to use a formalism that would do the right thing for the Gaudi build as well, not just the build of ATLAS releases. And in general, this formalism should be much more robust. (Only noticed the issue while trying to build RPMs out of Gaudi...)
