APE Update, 1.0 branch (2017.12.01.)

Attila Krasznahorkay requested to merge akraszna/atlasexternals:APEMoveToGit-1.0-20171201 into 1.0

Switched to picking up APE from GitHub. Since as far as I understand, @kama has been developing the code only there for a while now.

This is to fix the build problems encountered today in many projects, described in ATLINFR-2144.
