Ubuntu-16.04 Fixes, master branch (2018.02.14.)

While trying to cherry-pick !237 (merged) into the master branch, I had to realise that a bunch of previous updates, that made the build of the python externals more robust in the 1.0 branch, have never made their way into the master branch. Tried to fix this now.

While pulling in the commits of !237 (merged) as well.
