LCG_93 Update, 1.0 branch (2018.03.12.)

Now that the update of the 21.2 nightlies to LCG_93 is on the horizon, it's time to finally merge these updates into the 1.0 branch.

The updates include:

  • Switching to XRootD 4.7.0;
  • Switching to Boost 1.66.0;
  • Switching to LibXml2 2.9.7;
  • Switching to numpy 1.13.3;
  • Switching to ROOT 6.12/06;
  • Switching to MCUtils 1.3.2.

The new version seems to build for me on all relevant platforms, so let's see what the CI says.
