NOEXEC Tests, 1.0 branch (2018.03.13.)

Added an optional NOEXEC argument to atlas_add_test(...). To be able to define tests where just the compilation itself is the test.

This is to address the discussion we had with @krumnack on https://gitlab.cern.ch/atlas/athena/merge_requests/9391.
