Add ACTS to the externals

Iacopo Vivarelli requested to merge ivivarel/atlasexternals:haveACTS_1.0 into 1.0

Added an entry under External to allow the building of ACTS (currently set to version 0.53). For the moment, I did not do anything else than preparing a CMakeLists.txt file that allows the building.
