Build Time Fix, 1.0 branch (2018.10.08.)

Attila Krasznahorkay requested to merge akraszna/atlasexternals:TimeStampFix-1.0-20181008 into 1.0

Made sure that the build time is expressed in local time.

This is to work around the issue described in ATLINFR-2689, and in https://gitlab.kitware.com/cmake/cmake/issues/18431.
