Fix Acts version

Paul Gessinger-Befurt requested to merge pagessin/atlasexternals:fix-acts-version into master

With Acts dependent code now merged into athena@master, we want to lock down the Acts version by tags. This MR sets the checked out Acts version to v0.07.02
