WIP: New Externals for the VP1Light Project

Riccardo Maria Bianchi requested to merge rbianchi/atlasexternals:master-vp1light-new-externals-project-v3 into master

Here, a new Project is defined, to set the Externals for the new VP1Light project.

The package list is based on the list for AnalysisBase.
