Standalone Updates, master branch (2018.12.13.)

These are updates necessary for reviving the AnalysisBase project in the master branch of atlas/athena.

Basically I had to revive the standalone build of TBB, as even our EDM now very much depends on it. I just upgraded the AtlasTBB SVN package, which itself was based on how lcgcmake builds TBB.

After that I just needed to make sure that AnalysisBaseExternals would build TBB, and that ROOT would use this version of TBB for its own build.
