Add FindHJets.cmake, master branch (2019.03.12.)

Attila Krasznahorkay requested to merge akraszna/atlasexternals:AddHJets-master-20190312 into master

This is a manual cherry-pick of !454 (merged), with a small modification added on top of it. (Which should not affect the behaviour of the code itself.)

Unfortunately AtlasLCG changed enough between 1.0 and master that an automatic cherry-pick was not possible. ☹
