AthAnalysisExternals setup

Will Buttinger requested to merge will/atlasexternals_backup:AthAnalysisSetup into master

Copied the AthSimulationExternals and changed a few of the externals. This is a first attempt at setting up the AthAnalysis project, will need a couple of iterations but I wanted to get the basic skeleton merged in.
