Build extra python modules as part of AthenaExternals

This is another attempt at building python externals as part of AthenaExternals and supersedes !272 (closed) taking into account the comments made there.

In the meantime the list of required python modules (https://its.cern.ch/jira/browse/ATLINFR-2325) has shrunk further as most of them are now available within LCG >= 94. I did not attempt to implement a patching feature. We can add this later but I doubt it will ever be needed (we could also just patch the tarball directly).

Once we are happy with this code, I will update all versions of python packages to the latest version.
