Add Findhepmc3.cmake

John Derek Chapman requested to merge jchapman/atlasexternals:AddHEPMC3_master into master

This merge request adds a cmake module to find the HepMC3 package in the current LCG installation.
(As of LCG_96 this is HepMC3 3.1.1.)
Once this module is available in the nightlies it will allow development of code based on HepMC3 to be done in parallel with the existing HepMC2 code. See ATLINFR-3145.
