Compile Options Propagation, master branch (2019.09.06.)

Taught the installed projects how to handle INTERFACE_COMPILE_OPTIONS properties on imported targets.

This is necessary to make the update made in !539 (merged) visible to downstream projects as well. (Most notably when compiling packages using the WorkDir project.)
