lwtnn Update, 1.0.48-patches branch (2019.10.08.)

While I could've just cherry picked c1cf0e91 and fff07a37 into this patch branch without going through a merge request, it seemed better to do so.

This is here in preparation for creating a 1.0.48.1 tag, which could be used for some code developments in athena's 21.0 branch.

Unfortunately the CI will likely not do anything for this MR, but at least for documentation it should be here.
