Findcx_Oracle Update, master branch (2019.10.09.)

The name of the shared library installed in LCG_96python3 is quite a bit more complicated than what we had in earlier (Python2) releases. So the find-module had to be taught about the particular naming used in the Python3 release.

I encountered this while setting up the Athena build against LCG_96python3 for ATLINFR-3221.
