Dictionary Generation Fix, 1.0 branch (2019.12.05.)

Fixed the CINT dictionary generation with SIP enabled. By teaching the dictionary generation code how to use bash correctly, such that the rootcint/genreflex executables would receive the correct environment for them to run successfully.

Thanks to @tapark and @fballi for pointing out that builds were not working correctly on macOS Catalina with SIP enabled.
