Bump Acts version to v0.12.01

Paul Gessinger-Befurt requested to merge pagessin/atlasexternals:bump-acts-0.12.01 into master

This is an attempt to fix the previously occurring problem with the Acts setup.sh overwriting the externals' setup.sh. This MR renames the Acts one to this_acts.sh and installs it into the install bin/ directory
