FindXercesC.cmake Update, master branch (2020.04.24.)

This MR was broken off of !664 (closed), to reduce the size of that MR a bit.

Here I switched FindXercesC.cmake to wrap CMake's own FindXercesC.cmake module.

I realised only now that CMake has such a module itself, we don't need to implement it from scratch ourselves.
