OnnxRuntime Update, 1.0 branch (2020.05.20.)

This is a manual cherry-pick of !681 (merged) into the 1.0 branch, with some modifications on top of it.

Even though the nightly/CI system was yesterday updated to use CMake 3.14.3, I still thought it would be better to let older versions of CMake be able to build the 1.0 branch. So I tweaked the code a bit for this.

The MR also adds onnxruntime to AnalysisBaseExternals, as per @jshlomi's and @fdibello's request.
