Bump Acts version 0.27.01

This MR takes the Acts version from v0.27.00 to v0.27.01 and includes changes that are needed for switching from the MagFieldSvc to condition data in the Athena Acts package:

Improvement:

  • Backport v0.27: Introduce bfield caching in vertexing and remove refitAfterBadVertex AMVF option #310
