FindCLHEP Fix, 1.0 branch (2020.09.18.)

This updates FindCLHEP.cmake to set up a different RPM dependency for LCG releases before and after LCG_97. As the LCG RPM changed its name starting with that release...

Unfortunately athena!36448 (merged) resulted in an "un-installable" AthAnalysis RPM because of this omission. 😦
