RPM Build Fix, 1.0.27-patches branch (2020.10.05.)

Fixed the generation of RPMs with AtlasCMake by backporting one of the fixes that was necessary for successful RPM builds with modern rpmbuild versions.

This is necessary to fix the issue observed in the Athena-21.0-mc16a and Athena-21.0-mc16d nightlies. As discussed in ATLINFR-3741.
