Bump ACTS bug fix version 1.2.1

This MR updates the ACTS version from 1.2.0 to the ACTS (vertexing bug fix) version 1.2.1.

This does not require any changes in the Athena code, since only small internal bugs were fixed (see this ACTS PR):

  • AMVF track linearization and seed constraint fix for q431 test
  • Warning about unneeded ref in ranged for loop

Hi @akraszna, this ACTS version finally fixes the problems we have encountered when switching to the ACTS primary vertexing in Athena and is therefore needed for making the ACTS AMVF default for ATLAS Run-3. We would really appreciate if this could go in quite fast in order to avoid any problems with the feature freeze. Thanks a lot in advance!
