Bump Acts to v8.1.0

Vincent Pascuzzi requested to merge update-atlasexternals-Acts_v7.0.0 into master

Acts tag v7.0.0 is expected to contain the frozen API.

Edit 2: Changed to v8.1.0.

Edit 1: Changed to v8.0.0 as per the json requirements from the ATLAS side (see discussion below).
