ATLAS Macro Removals, master branch (2021.04.21.)

Removed some of the remaining "ATLAS internal" build flags as a follow-up to !831 (merged).

These are flags that are only needed by specific ATLAS packages. So they will need to be set for those specifically, and not for every single file that we build.

At the same time I renamed the PACKAGE_NAME compiler macro to ATLAS_PACKAGE_NAME, to make it clearer to the user that this is something specifically set up for ATLAS code. (As discussed in !831 (comment 4413954)).
