CORAL/COOL Fixes for ARM64, master branch (2021.09.16.)

Made CORAL/COOL build against LCG_101arm on aarch64-centos7-gcc8-opt. Simply by not exposing the CORAL/COOL CMake configurations to externals that our own configuration was not able to find. (Because they are not available on ARM64.)

All of this was triggered by the discussion on SPI-1981. And of course it contributes to ATLINFR-3792.
