Update Geant4 version to geant4.10.6.patch03.atlas03 (ATLASSIM-5409)

This MR backports fixes for G4GammaGeneralProcess from G4 10.7 into G4 10.6
atlas-simulation-team/geant4@v10.6.3.2...v10.6.3.3
It will have no effect on simulation output unless G4GammaGeneralProcess is activated.
