Analysis release updates for LCG_101_ATLAS_2

Update to the LCG_101_ATLAS_2 equivalent versions for AnalysisBase:

  • Boost 1.77
  • FastJetContrib 1.046
  • numpy 1.21.1
  • Python 3.9.6
  • ROOT 6.24.06
  • xrootd 5.3.1

Update version string of following packages in addition:

  • COOL 3.3.9
  • CORAL 3.3.9

Update the Projects/*Externals/CMakeLists.txt to LCG_101_ATLAS_2. In builds this actually picked up from athena/Project/*/CMakeLists.txt

The updates compile fine in local builds with gcc8 and gcc11.
