CORAL/COOL: bump version to 3.3.10

For standalone builds (releases without tdaq-common dependency) use the most recent tags for CORAL/COOL. The CORAL tag only contains one thread-safety fix on top of 3.3.9 (see ATLINFR-4412). The COOL tag contains some Python3 fixes compared to the currently used hash (we didn't even use 3.3.9).

P.S.: We will likely patch CORAL 3.3.10 in tdaq-common-04-04-00 on cvmfs and at P1 (my local tests worked fine) as it may help with rare crashes seen in the HLT (ATR-24864).
