Update dSFMT installation procedure for CentOS9
The dSFMT installation fails during the build on CentOS9 with jenkins on aiatlas16-050 in an unreproducible way while it works fine on other hosts as discussed in ATLINFR-4547. This patch is an attempt to mitigate this problem - it's tested to work on other hosts but I don't know if it will solve the problem on aiatlas16-050 with jenkins.
