Add the BootstrapGenerator package to AnalysisBaseExternals

The BootstrapGenerator is the official tool of the ATLAS Statistics Forum. We would like to include it in AnalysisBaseExternals so that we can write a CP Algorithm wrapper around it, and make it available for analysis use in release 22.
