New VP1LightExternals project for VP1Light

This MR adds a new Externals project, VP1LightExternals, which is needed by the Athena project VP1Light.

It also adds a CMake cache variable to steer the build of some External packages --- other than the "obvious" ones: Qt, SoQt, and Coin3D --- relevant to VP1Light (e.g., ROOT).

Tested on SLC6, Ubuntu 16.0.4 and 18.0.4, macOS 10.14 "Mojave".

This MR replaces !407 (closed).

Once again, thanks to @akraszna for the advice and all the invaluable suggestions while setting the new Externals project for VP1Light.
