Add summary of recently approved Software Policy

In the 112th ATLAS Collaboration Board the Software Policy was approved: https://indico.cern.ch/event/1575875/

This MR adds a brief summary of the policy content, and a link to the document (for ATLAS members only).

I also did some minor cleanup (make the link to the Athena intro more precise, and define 'internal', since this might not be obvious)
