Add welcome to ATLAS banner

new-banner into main

As discussed in the meeting this morning, it might be a nice touch to have a common intro banner on each of:

  • atlas-software.docs.cern.ch
  • atlas-computing.docs.cern.ch
  • atlas-databases.docs.cern.ch

This is just a suggestion, but let's please agree here before adding anything to the other pages? It is important that it is consistent.
