Migrating developers' tutorial to public pages: part 3 (writing algorithms/tools)

This migrates the part of the Athena developers' tutorial on writing algorithms and tools from Twiki to MkDocs. No changes to the content. Also introduces a new variable for the atlasexternals GitLab location.
