Create debug script opto_doc.py and ICHandler fix

  • debug script opto_doc.py shows state and information of lpgbts
  • colour change of logger.info print for white background terminals
  • fix in ICHandler to accept register fields e.g. PUSMSTATUS_PUSMSTATE
