New Comwrapper is designed and implemented for the optoboard software

We have the ic-over-netio's new version available that works with felix-star (netio next): https://gitlab.cern.ch/itk-felix-sw/itk-ic-over-netio-next

For this reason, I have added a new com-wrapper to the optoboard software.
