Draft: certmgr: impement certmgr staging

Implement certmgr staging cert as a resource. It's a resource because there is no way to do a provisioner with the terraform SDK and there is some reasoning behind it here: https://github.com/hashicorp/terraform-plugin-sdk/issues/58#issuecomment-1069781192.
