Properly check for libGalil,libZaber, and libWaferprob dependencies

This MR updates how the dependencies for libGalil are found. If the dependencies are not found, it will now properly disable libGalil, whereas before it would not -- only meaning that the build steps would fail. Also updated is how libZaber exposes its header files.
