WIP: Lxi com

Add LXI (ethernet) communication class to libCom.

• Uses POSIX socket communication

TODO: Make this work with the new libCom

Can you add description to the MR about what WIP is missing?

Starting a new thread, since this is a different discussion. We should decide if to commit the code as-is or base this on the new libCom.

I think if Evan has time we should migrate this to the new ICom. Having a first version committed could be nice, but then if we go ahead with ICom we end up with one communication class not migrated. Not a strong feeling though..
