This release updates some of the cut thresholds for powerboard tests, including DCDC on voltage, NTCPB, CTAT, Shuntx, and Shunty. All those cuts become looser than previous cuts in order to match the changes in PPB powerboards.
After updating to this release, users doing reception test should see all green cells in the test GUI for a good powerboard.

Main updates of this release are:
- Speed up testing: now it takes about 2 minutes to test 1 PB (20 minutes for a panel) for BASIC FUNCTIONALITY TEST, and about 20 minutes/PB for CHARACTERIZATION TEST (not needed for reception test)
- Fix a bug in reading AMAC eFuse ID for AMACstar
- Fix a bug in optimizing the idcdcP/N register settings for input current monitoring for AMACstar
If you are updating from firmware older than v0.2.22, make sure you set the institution code following the release note of v0.2.22 (https://gitlab.cern.ch/berkeleylab/pbv3_test_adapter/firmware/-/tags/v0.2.22) - you don't need to do this if you have already done so in v0.2.22.
