Try retroactive upload when institute changed

  • Retroactive upload is tried (to current stage) if upload institute differs from current institute
  • list(map(lambda)) expression replaced by list comprehension for easier readability

I tried this out with recent test files taken by @zhirong in the rack when the reception testing system was down. That is how we ended up with tests registered from the LBNL powerboard institute for module reception. But the powerboards were already shipped to the LBNL module institute before recording the tests.
