Fully parameterised top level

Tom Levens requested to merge fully_parameterised_top into master

Extends the parameterised top level (!10 (merged)) to allow configuration of the IO_STANDARD and setting of attributes to the FMC user I/O and VME P2. The definition of these pins has been moved to an include file for readability.

Configuration has also been moved to an include file to avoid having any modification in the Top.
