Added matcher that relies on empirically obtained potential_well + analytical drift term

Added SemiEmpiricMatcher that matches the beam to a potential well, that is obtained by observing the change of energy during one turn. This is intended to be open to any incoming elements in BLonD3, but relies (for the moment) on assumptions in the drift equation. Could potentially be extended.
