Create data put endpoint

The DataResource does not expose a put endpoint to update the json_blob directly.

Acceptance:

• Endpoint is protected
• Endpoint receives the new JSON and a reason for the update
  • If the reason is empty, fill in a generic template reason like "Manual update by user"
